In the 2nd world war, Lisbon swarmed with spies from the main sides in conflict. 

You heard about Portugal’s neutrality, right? Salazar, the Portuguese dictator managed not to take sides. The country became the safest and closest way to communication from Continental Europe and the rest of the world.

Americans, Germans and British agents, informers would take advantage of the Portuguese territory, especially in Lisbon. 

Refugees trying to escape to America were also stuck in this amazing city. 

Maybe this is the historical explanation as to why Lisbon is so welcoming to foreign visitors.
