When expats move to Portugal, they usually keep their original citizenship. In most cases, they first obtain Portuguese residency and may later apply for citizenship, often resulting in dual nationality.

Residency in Portugal allows individuals to live, work and study in the country and can be either temporary or permanent.

Temporary Residency

Officially known as a título de residência (residency permit), temporary residency is granted for a specific purpose and for a limited period, typically two years, after which it must be renewed. It does not offer the same rights as citizenship and remains conditional on meeting the original visa requirements.

Temporary residency is commonly issued for reasons such as employment, study, research, retirement or family reunification. If the permit is not renewed upon expiry, the individual must leave the country.

Permanent Residency

After five consecutive years of legal residency, individuals may apply for permanent residency, officially known as a cartão de residência. This status allows residents to remain in Portugal indefinitely, although the physical card itself may require periodic renewal.

Permanent residency is comparable to a US “Green Card”, granting the right to live, work and study in Portugal without time limitations, while not conferring full citizenship rights.

Certain residency programmes, particularly investment-based visas such as the Portugal Golden Visa, have notably low physical presence requirements and allow family members to be included under a single application.

Citizenship in Portugal

Portuguese citizenship can be acquired through several routes, including descent, marriage or naturalisation.

For most expats and investors, naturalisation is the primary pathway. After 10 years of legal residency in Portugal, with the exception being 7 years for CPLP and EU citizens, applicants may apply for Portuguese citizenship, provided they meet basic requirements such as language proficiency and a clean criminal record.

While Portugal does not offer direct citizenship by investment, there are two standout Residency by Investment programmes that provide a clear route to Portuguese citizenship.

The D2 Visa

The D2 Visa is a business-focused residency programme designed to attract entrepreneurs and economic activity to Portugal. It allows residency through:

  • The creation of a new business.


  • Investment in, or acquisition of shares in, an existing Portuguese company.

The D2 Visa can grant residency in as little as three months, allows family reunification, and provides visa-free travel across the 29 Schengen countries.

It currently represents one of the fastest and most accessible routes to EU citizenship.

The Golden Visa

Although the real estate option has been discontinued, the Portugal Golden Visa programme remains active through alternative investment routes, most notably investment funds, donations and cultural contributions.

The most popular option today is the €500,000 investment fund subscription, which carries higher risk but also the potential for financial returns.

As with the D2 Visa, the Golden Visa grants residency, allows family inclusion, and offers low physical presence requirements, while leading to citizenship after ten years.
